Am i within my tenancy rights?

Everything is in the lease. If the lease says the landlord is responsible for abc and he isnt abiding by that and it seems that you have made attempts to get him to come over and make the needed repairs then yes he is breaching. It needs to say it in writing in the lease. Implied, handshake, verbal confirmations wont do the trick. Any lawyer or judge in a rental dispute will go right to the lease agreement.
