Going to DC in the winter. Should I invest in ugg type boots or rain boots? Which is better?

I live in California so I dont own either. I'am going to DC in the early winter and figure I need some good boots. I'am on a budget though so I can only invest in one.Which is better :/ hmmm please let me know. Thanks for your feeback. :D
