Irresponsible Dog Owners?

This goes out to all the dog owners who let their dog crap on the street or in the park. Take a poop Scoop next time. If you want a dog take responsibilty, instead of letting you're hound crap all over the place ewww..Dog owners like that should be fined more often but it seems to me they get away with it all too much,unless you have video evidence, it's hard to prove. Anyone else agree that not enough is being done to stop these irresponsible owners?
